I believe it might be French made as it was with a couple other French flashlights and the on/off switch seems to be typical for French flashlights

it doesn't leak powder quite as much as the normal metal foot powder containers

I could not find a date but it is the same type as WWII I would assume its was made around 1945

These are early razors certainly pre-war possibly 1920s or earlier
